Membership Fees
Membership Fees has been set at Thirty dollars (US $30.00) dollars. Fees must be paid before the start of a tournament.
Schedule
A tournament schedule will be published via e-mail to each member with venues, tee off time, tournament chairman and directions to golf courses at least two weeks before the said tournament. Each participating member must be at the site one (1) hour before scheduled starting time. There will be a total of twelve (12) tournament each year.
Green Fees
All green fees (motor cart and course fees) must be paid in full upon arrival at the tournament site prior to tee-off time on all tournaments.
Tournament Officials
The President , Tournament chairman and his appointees, the Rules and Regulations chairman and his appointees shall compose the tournament officials. These officials shall have sole jurisdiction in the enforcement of the rules and regulations prescribed herewith throughout the tournament. They have the absolute authority to make decisions and recommendations within the guidelines set forth in this tournament.
Decisions made by tournament officials are FINAL.
Conduct and Behavior
Members must follow the rules of golf etiquette (refer to your Golf Rules in Brief). This rule shall be applicable to any member or guest player who is found guilty of conduct unbecoming. For purposes of this particular rule, a conduct is considered "unbecoming" if it is detrimental to the best interest of the tournament. It includes unsportsmanlike conduct of behavior, indecent gestures or exposures, unnecessary delay of play, inciting a fight, violation of golf course rules and signs despite warnings and the like.
Handicaps
1. All participants in these tournaments shall have played a minimum of five practice rounds (18 holes) before the start of the tournament and must have submitted their scorecards to the Handicap Chairman to establish their handicap index. The FIL-AM Golf handicap cards (MGA issued) will be distributed after the 2nd revision date and stick-on label will be issued with each revision (every tournament).
2. ALL players will use 80% of their handicap index in all tournaments. 80% of the player's handicap index will also be use to determined the Course handicap for tournament play.
3. NEW MEMBERS who have submitted 5 scoring records AND signed by an old member will be able to use their handicap index as computed by the MGA. Those new members who have not completed the required 5 games will be subject to the a cap of two (2) strokes of their declared handicap until such time that they are able to post the required 5 scoring records (practice or tournament scores). The Handicap Chairman will classify new members to either Class A or B depending upon their declared handicap
4. All members are required to post or submit at least ONE PRACTICE ROUND score to the Handicap Chairman per month. A penalty will be imposed every time this policy is not followed based on USGA guidelines.
5. Maximum handicap index for men and women is 36.0.
6. Tournament scores will all be subject to the USGA adjustment rules for handicapping purposes. NO guest player can win any prize in any FIL-AM monthly tournaments unless it is Fund-Raising Tournament for which it will be called an OPEN. All scores submitted or posted on tournaments are sent to the MGA handicapping service. Revisions of handicap are done every two weeks and the revised handicap stickers are given out to members as soon as they become available.

Please remember : HANDICAP INDEX IS NOT YOUR COURSE HANDICAP. The handicap index is used to determine the player's handicap for a particular course. A player handicap can go lower on easier golf courses (lower slope rating) and can go higher on difficult golf courses (higher slope rating) .
Tournament Rules
U S G A Rules and Local House Rules shall govern all the games of this tournament subject to the following modifications:
PLAYER CLASSIFICATIONS
1. There will only be two categories of players for every tournament game: Class A and Class B. Handicap range for Class A and Class B will be determined at the start of each tournament by using the handicap index of all participating players. Class A players will be those players whose handicap index does not exceed 18.0 while Class B players will be those players with handicap index that exceeds more than 18.0 to the maximum of 36.0. There will be NO DOUBLE PAR LIMITATION.
2. The format for the tournament season maybe STROKE PLAY and any other tournament formats that maybe decided by the tournament committee. The tournament director and the rules and regulations committee will set the date for the format to be played during the season. Each class will have one winner.
3.POINTS will be awarded to the top five (5) players who scored the LOWEST NET SCORES in all COMBINED divisions ( Class A and B) and will be distributed on the basis described below. In case of a tie, (a) lower handicap index wins, then (b) most number of birdies and then (c) most number of pars and so on.
1st Place winner........... 200 points plus participation points
2nd Place winner........... 160 points plus participation points
3rd Place winner........... 120 points plus participation points
4th Place winner........... 80 points plus participation points
5th Place winner........... 40 points plus participation points
Special Awards............. 10 points (Nearest to the Pin)
Participation.............. 10 points (to all participants only of each tournament)
PENALTIES
The following penalties will be be imposed:
1. Forfeiture of deposits (credits) made during the season for the Awards Dinner, IF member fails to attend.
2. A charge of $15.00 will be assessed against players who confirmed their participation in a tournament but did not show up.
Same will be asssesed against players who cancelled their participation on the day of the tournament. Additionally, If the golf course charged the club for the full amount of the green fee, the player who confirmed but did not show up and/or cancelled on the day of the tournament is liable for the full amount of the green fees charged to the club."
3. Handicap index will be adjusted based on USGA guidelines for members who fail to submit the required practice round score in a month.
AWARDS
1. Trophies will be awarded to the 1st s place winners of each tournament for both class.
2. Special Prizes (Trophies, Cash or Merchandise) will be given at each tournament to the winners of the SPECIAL PRIZES on designated holes to be announced by the tournament chairman before the start of the tournament.
3. PLAYER OF THE YEAR award will be given to the player that accumulated the most number of points at the end of the season based on the point system enumerated above.
4. FILAM PERPETUAL TROPHY will be awarded to the winner of the Tournament of Champions. This will be played on the last tournament of the season and will be based on low net score. Only first place finishers of the two divisions from the first tournament through the eleventh tournament are qualified to win this prestigious award.

Florida Interclub Golf Team Tournament
A. GENERAL RULES OF THE TOURNAMENT
1. Team captains must certify their members' roster & handicap indices to the Tournament Host at least seven
(7) days prior to the tournament.
2. Player's handicap index to be used must be the current revision in effect on the 1st week of the month that the
tournament will be held.
3. A player who belongs to more than one club & who maintains a handicap index in those clubs, must use the
lowest handicap index in effect at the time of the tournament.
4. All handicaps shall be verified by the Tournament Host officials prior to the games. Discrepancies shall be
resolved & corrective actions taken per mutual agreement with the team captain(s).
5. A golfer with no verifiable handicap index cannot play in the competitions.
6. The Handicap Index (HI) will be converted to the appropriate Course Handicap (CH). In all Team competitions,
in calculating the final 18 hole net score of a player, a cap of (-) 4, or 4 under par , is the best score to be
allowed any team player.
7. No "GIMME's" on the green; all putts must be holed out.
8. No double par is applied; all strokes must be counted. No cap on number of strokes.
9. Player must declare his number of strokes once the ball is on the putting green.
10. When a complete 18-hole round is not played due to inclement weather conditions, the "PAR plus" rule shall
apply as follows:
a. If 13 or more holes are played, the player must post an 18 hole score. The scores for the unplayed holes
must be recorded as par plus any handicap strokes that the player is entitled to receive on the unplayed holes.
b. If 12 or less holes (minimum of 9) are played, 80% handicapping system will be applied, based on the course
handicaps established for the players during the tournament.
11. USGA rules, plus any Local rules if any, shall apply. If there is any question on rules during play on any hole,
play a 2nd ball, record 2 scores, & ask for a ruling later from Tournament officials.
12. TIE-BREAKER RULE : In case of a tie in any of the team competition, the tie-breaker shall be matching score
cards of the lowest handicap player from each of the teams affected. For the INTERCLUB TEAM CHAMPIONSHIP,
the Day 2 low net scores shall be compared starting with the last nine holes; or last 6; or last 3, or last one hole.
For the TEAM BET, the net scores of the lowest handicap player from each affected team, for each day, shall be
compared, again starting with the last 9; or last 6; or last 3; or last one hole.
13. POSTING OF SCORES. Scores are to be posted as soon as practical after each round. It is highly recommended
that scores and results be entered in tournament sheets or boards that are visible to all participants. Most clubs
provide staff to do this; it provides on-time checks & counterchecks which ensure accuracy of results.
B. INTERCLUB TEAM CHAMPIONSHIP RULES: (Best Ten (10) of Twenty (20), or Total delegation)
1. THE GENERAL RULES OF THE TOURNAMENT, A. to A.13, ABOVE, SHALL APPLY.
2. Each Region/Team shall be composed of a maximum of twenty (20) players.
3. A Region/delegation with less than ten (10) players can not participate in the competition.
4. Any change(s) in the team roster shall be reported to the Tournament Host prior to the game, signed by the
Team Captain & witnessed by the Tournament Host.
5. If a team comes up with only ten (10) players, that team still qualifies for the competition since only ten (10)
best scores will be tallied.
6. The ten (10) best net scores from each team will be picked, totalled, & count as the Day 1 (or 2) TEAM SCORE
Rule A.6, above, ( 4 under par cap ) applies in calculating players net scores.
7. The Region/Team with the total lowest net scores after 2 days, shall be declared the INTERCLUB CHAMPION.
In case of a TIE(s), TIE-BREAKER rule applies.
C. INTERCLUB TEAM BET RULES: (Best Seven (7) of Ten (10) ; ENTRY FEE $25.00/player per day)
1. THE GENERAL RULES OF THE TOURNAMENT, A.1 to A.13, ABOVE, SHALL APPLY.
2. Each participating Team shall be composed of ten (10) players maximum.
3. If a Team comes up with only seven (7) players, that team still qualifies for the competition since only seven
(7) best scores will be tallied. However the team must pay the full team entry fee.
4. A Region/delegation with less than seven (7) players can not participate in the competition.
5. Any change(s) in the team roster shall be reported to the Tournament Host prior to the game, signed by the
Team Captain & witnessed by the Tournament Host.
6. The seven (7) best net scores from each team will be picked, totalled, & count as the Day 1 (or 2) TEAM SCORE
Rule A.6, above, ( 4 under par cap ) applies in calculating players net scores.
7. The Team with the lowest net scores after each game wins the Team Bet Competition. Winner takes all. In case
of a TIE(s), TIE-BREAKER RULE applies.
